Judy
Ann Clausen is Of Counsel to Murphy & Anderson. Ms. Clausen practices in the area of complex civil litigation. She has
extensive experience in commercial and contractual disputes, non-compete and non-solicitation litigation, finance
agreement disputes, the First Amendment, national security law, and state and federal privacy law. Ms. Clausen comes
to our firm from her position as the Associate General Counsel of the University of North Florida.
Prior to moving
to the Jacksonville area in 2001, Ms. Clausen was a Senior Attorney in the Office of the General Counsel of the General Accounting
Office in Washington D.C. where she advised the U.S. Comptroller General and Congressional staffers regarding Constitutional,
statutory, and Executive Branch policy issues in the areas of national security, counterterrorism and counter-drug operations
and investigations, Defense contracts and fiscal law, and Internet privacy and security. In 1999 and 2000 she was a U.S. Fulbright
Scholar. From 1995 to 1999 she served as the Assistant to the Army General Counsel where she advised the Secretary of the
Army and the Army leadership concerning national security, counterterrorism, and privacy legal and policy issues. She
also served as a Judicial Law Clerk for the U.S. Court of Appeals for the Armed Forces.
Ms. Clausen received her
J.D. in 1995 from the University of Florida, College of Law where she graduated Order of the Coif with High Honors (Class
Rank #1) and served as the Associate Notes and Comments Editor of the Florida Law Review. She also received Book Awards
as the best law student in her class for: Administrative law, Business Organizations, Legal Drafting, Evidence, Estates and
Trusts, Contracts, and Jurisprudence and served as a research assistant for two law professors.
Ms. Clausen received
her B.A., cum laude, from Georgetown University in 1992, and currently lives in Atlantic Beach with her husband and three
children.
